Victor Voss is a shady trader whose shop is found by the river near the Toyseller's shop. He believes the paladins who serve Lord Linder Kemm are merely smug and brutal in comparison to the Godwoken. In Victor's eyes, the pilgrims are easy targets who are unable to defend themselves, and thus come to him for guidance in order to solve their problems in a silent manner.
